We can cry only upon the beer
We are celebrating and enjoying Slovakia in the European union. A lot of Slovaks believe that the European union legislation will finally put things in order, that there will be next investments, that the unemployment will decrease and living standard will increase. The expectations of positive impacts of our entrance are huge; but are they also meaningful?

When I have recently been in Strasbourg, I have made myself certain again of an importance of country vision knowledge, its purpose, economic and cultural interests. During the interviews I felt that Slovakia is still an unknown country, that there are no strong political and business personalities, who could impress also an exigent political and economic environment in the European union with their thoughts and projects and who could also enforce some of these projects and thoughts.

They still aren’t able to define us, they still don’t know what do we want, what do we produce, and what will be our contribution to the Europe (apart from obligatory payments and cheap work force). Viewing angle is very simple - Slovakia is in transforming process and needs structural funds, Slovakia is poor and doesn’t have financial sources for educational, health service, cultural and sport development. For branches in which we want to score the most. We have tenacious people who can endure many things and we also have talented students but which country doesn’t? Our politicians repeat several years that Slovakia doesn’t have any other possibility just to enter the European union. This is something to agree with. But why haven’t these politicians provided to enter the European union well informed and prepared, with one Slovak bank at least and with a noticeable regional development and stronger national small and middle business enterprises?

They don’t talk about Slovakia very markedly in Strasbourg. The constructive topic, which could interest also opinion creating media, is missing. Economic reforms from the American workshops, which is Slovak government enforcing, are not very popular and inoperative in Europe.

There wont be a noticeable talk about Slovakia nor after the election to the European parliament in June. Nor 14 representative from Slovakia will be able to jump over the Slovak reality, defend and push forward what don’t exist in Slovakia - general agreement of political and economic priorities of the state. There is a menace of enforcing just individual opinions and interests and will be pulled into ineffective communication on the line unimpressive commissar - unstable government with narrow-minded and infallible ministries - conservative „officer“ in the post of a chairman of national parliament and national oriented president of the republic. It is clear that Slovaks can place confidence just to themselves, their abilities and elbows and not to the politicians and favours in the European sea. It is also clear that they will have to work much more harder than nowadays and stop to dream of getting something free. They will be allowed to cry only at upon or the beer. Things what will decide are self-confidence, arguments, rising above, initiative, communication culture, and keeping one’s word.

In any case lets wish us and our Slovakia persistence, courageousness, clear standpoints and attitudes. Lets support and respect each other. Lets show bigger well-wishing, willingness to help and joy from the life.

European nationalists (UEN) - the only opposition against the centralistic concept of Europe in European parliament
He had been trying to improve an image of ĽS- HZDS (Popular Union- Movement for a Democratic Slovakia) Vladimir Mečiar abroad and mostly in the USA for five years. Since he became a vice chairman of the party for international affairs in 1998, he attempted to create new contacts at the level of American Congress and Senate. ´ At that time HZDS did not communicate with Americans. I believed that it was possible to change the attitude of the White House towards HZDS and V. Mečiar. Once when unnamed American politician said: ´ we can change our opinion but give us the reason to keep our faith, ´ I understood that I could not succeed ( be successful), because HZDS is not capable for its self-reflection, ´claims Rudolf Žiak (1955) Member of Parliament of Slovak Republic for the Popular Union ( Ľudová Únia), the member of Foreign Committee, of European Integration Committee and of Delegation of Slovak Parliament at European Parliament.

Mr Žiak, you left HZDS in spring 2003 and you became the member of national and conservative party- Popular Union (Ľudová Únia), which has not reached high electoral preferences yet. What led you to your decision not to assist V.Mečiar?
There were many reasons, but I was not an easy decision to make. After the election in 2002 the situation in HZDS was too complicated. Mr.Meciar declared to leave the politics and to resign from his post of the leader in future election to Parliament. The direction of the movement was not apparent either. The last drop was my disappointment with Mr Mečiar´s attitudes during voting for the most significant motions in Parliament. He was always leaving the House of Parliament to leave the back door open for himself in the future. That was the matter of principle.

You are the leader of Democratic Movement and Popular Union in the election to European Parliament (EP). You are the candidate supported by National Block of political parties united in Confederation of National Powers in Slovakia. Why have you decided to become a candidate to the European Parliament?
I have been in politics since 1989. I worked as a member of City Council and as a Mayor Deputy in the city of Stará Ľubovňa for a few years. I also worked in civil service as Head of District Council. It was a good training for me. I have always defended Christian and national values. I have been dealing with foreign policies for a very long time. I think it will not be good for Slovakia and Slovaks to be represented in European Parliament only by people not having any national feeling and relationship to out state.

So far Slovak politics has unanimously declared that it most significant state and national intension of Slovakia is to integrate to NATO and the EU. This interest was democratically proved only in case of the EU when bare majority of Slovaks supported the membership in the Union in referendum held last year. However, our government passed the resolution concerning our integration to NATO. Which national and state interests can Slovakia put into effect freely, for example in the spheres of economy and foreign policy?
I live in the real world in real time and space. Slovakia does not enter Europe because it has been its part for centuries. After opening Berlin Wall in 1989, the communistic regime crumbled and violent division of Europe ended. The whole process of re-unification is a mutual process. Arising European identity is based on the identity of European nations, on their culture and traditions. Unification covers the areas of economy and policy as well. The crucial aspect is not to liquidate weaker nations but it should lead to get closer to one another and to enrich on e another. This process cannot be speeded-up. It might have catastrophic consequences especially for us. It is very important to protect our economic means of pursue our own financial and social policies. Slovak integration to NATO and the EU is not the goal but only a middle way. The main goal is a citizen, his needs and safety.

Treaty signed by all nationally orientated political parties in January 2004 says: ´, We consider the results that Europe reached on its way to the Union as not encouraging enough. Moreover, the results achieved by representatives of Slovak republic during the negotiations about our integration to the European Union are humiliating.´ Can you analyse and explain this opinion of National Block: In what ways are these results of integration negotiations humiliating?
We already criticized our government for its ´on bended knees´ politics. In order to present its successes in foreign policy they pay attention to close particular chapter quickly. Not speed but a result must always be important. Polish and Czech Governments negotiated rather firmly. I was shocked by endless acting to do the best to meet European demands and agreement of our Government regarding the attitude of the EU member towards free movement of people throughout the EU. Allegedly, our Government understands the problem with unemployment in these countries. Nevertheless, where is their understanding of our citizens? Slovakia is the country with the highest unemployment rate in Europe.

Do you think you have particular professional and language skills to be a member of European Parliament?
Apart from English language, you also need French to be successful in European structures. I know I need to improve my knowledge of French. I participated on works at Committee for Regional Politics, Transport and Tourism. From my point of view, it is one of the most important committees of European parliament, which also deals with cohesive politics focused on supporting and helping poorer regions. I have learned how European Parliament and its fractions work, I was introduced to many representative of different political parties and I experienced ´ how to work´ at this very important institution. Yes, I have required skills and knowledge.

You are one of the leaders at Alliance for Europe, the fifth strongest association of Euro-MP in EuropeanParliament. Nowadays, it associates 23 MPs from nationally orientated parties- French Republican Party (RPF), Italian National Alliance (Alleanza Nazionale-Patto), Irish Republican Party Fianna Fail (reigning party), Portuguese Popular Party (CDS-Partido Popular) and Danish Popular Party. Isn’t this number very low to pursue opinions and interests of this fraction?
We are the only fraction in European Parliament pursuing our opinion and leads the politics against socialists, populars and liberalists who support establishing of federative Europe. Our group will grow more influential. I expect the number of our members will grow after the election in June this year. These days, many new members of parliament from Western Europe are mentioned, but mostly those from new members. Representatives of national parties united in this fraction to defend their national interests. I cannot imagine these MPs would vote for the proposal that would be against their state interests.

Why is UEN against the formation of Federative Europe which is supported by almost all political fractions in European Parliament?
We are convinced that Europe could be built and be profitable only if the sovereignty and democracy of national states are respected. We would like to create Europe based on free will of nations whose the most precious wealth is their diversity and not Federative Europe, which would subordinate sovereign nations and abolish identity of European nations. We support democratic Europe, respecting citizens and will of nations, which want to fight against over bureaucratic and technocratic world. We want strong Europe not subordinated to any political, economical or cultural domination and which will develop its own defending and foreign policies.

Your fraction does not support the proposal of ´European Constitution´. Charles Pasqua, Chairman and former French Minister of Home Office, has pursued approval of Declaration of Basic Rights of European Nations in European Parliament for a long time as a basis for institutional reforms in the European Union. Which rights of European nations does it intend to protect?
We do not support the proposal of the Treaty establishing the European constitution submitted by Convent. We are against ´ Constitution´ as a whole. We are for the treaty between sovereign national states of the European Union.

What model of unification does UEN propose?
It is a model giving the chance to all nations: we want Europe to be ´Our Europe´.

Is your fraction against economic union of Europe? Freedom of nations very often depends on economic freedom and consequently globalization has an influence on that…
No, we are not. We cannot ignore contemporary appeals arising from globalization in every sphere. Slovakia as an isolated state would not have a chance. The issue of preparedness is important. I would like to point out that it is not a race. Following of Maastricht criteria is not possible at the expanse of employment as European Union is criticizing us these days. Consequences of non- coordinated and rushing policy of reforms of Slovak government for our citizens can evoke negative reaction as well.

What is your programme, which you are participating on electoral campaign?
We must persuade Europe that Slovaks are proud, talented and educated people able to be serious and reliable partners. I would like to protect economic, social but also spiritual interest of Slovak nation. That means more money from the EU to Slovakia, new stable and well-paid jobs and new quality of life for our citizens; Europe must be a chance for Slovakia.

Will the programme of UEN be included in your campaign?
Popular Union (Ludová Únia) agrees with its main goals. Pursuing of National and Christian values is included in our programme. These basic principles are going to be the crucial themes of our pre-electoral campaign.

How is this Alliance going to support you?
A few visits of the representatives of UEN have been held in Slovakia recently. Frank Barett, General Secretary along with B.Crowley, member of European Parliament were the guests at our establishing congress. I invited Gerard Collins, a vice chairman and former Minister of Foreign Affairs to visit some regions of Slovakia and he was a special guest at our Programme Congress. I organized the meeting of UEN fraction that was held in Bratislava in March this year. Majority of fraction members led by its chairman Charles Pasqua attended. Although these activities were not in the centre of media interest, it is the evidence of good relationships of our party with the representatives of UEN. I was invited to negotiations and meetings taking place in Milan, Paris, Rome, Luxemburg, Nikozia, Talin, Taipea with the main representatives of states, political parties and entrepreneurs. Together with our friends from Polish political party Right and Justice we agreed on mutual support during the electoral campaign and that is why I attended meetings of political bureau UEN in Warsaw in April this year.

Yes. I am the leader of HZD- Ľudová únia ( Popular Union) which is supported by Confederation of Slovak National Parties. Ján Slota is a representative of confederation highly supported by nationally orientated parties.

Which Committee of EP would you like to work for?
In case I have been voted, I would like to continue working at Committee for regional politics, transport and tourism.

Slovakia belongs to cohesive countries dependant on financial support. Our future members of parliament will vote for the EU budget for the year 2013, or about the sums within structural funds for Slovakia. This fact can be limited by capability of our government to use finances separated by 2006, which is not ideal. What is your opinion?
On 18 February 2004, European Committee presented the third report concerning economic and social cohesion that presents the vision for the cohesive politics in the extended Union for the period between 2007 and 2013. 336mld EUR are planned for cohesive politics in budget. Therefore, discussion regarding the budget arose within institutions of the European Union. I think valid criteria for obtaining contributions from the cohesive fund based on article 104 of the Agreement about establishing ES should be preserved. The overall monitoring report about preparedness of Slovakia for the membership in the European Union states the most serious problems, which can be dangerous for using the funds. It is predominately-insufficient technical, project documentation and insufficient personal and financial ensurance of implementation agencies. Even more critical is the view of preparedness of Slovakia is the view of regions and final acceptors of this help. Independent boroughs have not built institutional and administration capacities for implementation of this support. People - professionals prepared are missing. There are not sufficiently created sources for co financing of this support. Nowadays the most important is the matter of decentralization and completing reforms of civil service without which the creation of sources at local and regional levels.

In a new European Parliament of 723 members, Slovakia will have only 14 MP. Can they possibly be powerful and influential? What can they influence?
I believe that in order to pursue our interest elected MP should become united and use their influence in political fractions into which they will be implemented. Every Member of Parliament can speak in plenary sessions, committees or political fractions and thus reach the support to pursue the aims of the country, his political party. The question whether we are united in what is long term and short term interests of Slovakia. Our government is not able t realize only partial resort concept ional materials. We miss long-term vision.

Who should create this vision?
It is the task not only for our government and for politicians. It is a great opportunity for Slovak Academy of Sciences as well as Slovak Cultural Society.

Do you think Slovakia is endangered by post-integration shock? Are Slovaks ready for risks and negative consequences?
I would not have called it a shock. In some states, the position of government was weakened as well. In case of mistakes made by our government Slovaks will suffer from pauperization and marginalization. We are not interested in Argentine model of development of our economy. In specific areas as for example in services, unexpected reactions of the market might occur in term of levelling the level of consuming baskets.

Which laws of European legislative will significantly change life in Slovakia?
Slovakia should implement all the norms included in acquis communautaire to our legal system. In some chapters so-called transitory period has been negotiated after that, many strict regulations will be implemented, for example in environment and energetics.

Do you think citizens of Slovakia know what European Parliament is?
I think there is enough information concerning European institutions and European Parliament in media and on the Internet these days.

Is it possible that MPs elected from V-4 countries were represented by the only block (it is 116 votes together that are only 15 = of all votes)…
We have many problems in common- less effective and divided agriculture, ecological burdens and high employment rate, insufficiently built infrastructure. Even if we become rivals, I think our cooperation will be more effective.

What should nationally orientated MPs coming form Central Europe pursue, in which areas they should be more active?
To pursue national and state interests of our nations thoroughly as the Irish do.

Budapest (Budín)
Capital city of Hungary (2 millions of inhabitants) was founded in 1873 by connecting three historical towns : Pešť, Budín and Obudy. Budín was an important town on „Castle Hill“ where Celts founded the first settlements. During the government of kings Žigmund of Luxembourg and Matej Hunyady (Korvín) there was an expansion of building and beauty compared to Venice and Florence. More than 100 years it was a part of Osman Empire which almost completely destroyed the renaissance architecture of Budín. It was renovated after Austro-Hungarian conciliation in 1867.

The clergyman František Ferda was one of the most known Czech healer of the last century. He came from Spálené Poříčí. He was very popular - he could prescript specific prescriptions. He returned health to many people with love, self-sacrifice and with help of curative herbs. He even rid also the most difficult illness. He held the opinion, that everyone must be cured by herbs, which grow in his country, it means that there, where the suffering live. His recipes from herbs are simple, very effective and easily applicable for ill person.

He work with about two hundred of herbs and reached excellent results. His visionary abilities, which was managed to diagnose person and helped him exactly. For illness he prescribed especially saving diet, cleaning potable cure form herbal tea, compress and a baths. Many patient came to him as to a last instance, when classic medicine couldn’t already help. He used mainly natural resources in his healing. It is first of all caraway, sweet-fennel, anise, marjoram, cottage cheese, onion, garlic. He claimed, that many food-stuffs don’t fit for the people, because in the fodder plant of animals are toxins, which we consume, fruit and vegetable is treated with chemicals and in a food production they often use an unsuitable technologic process. He recommended to consume especially carrot for big contents of vitamins, carotene and mineral elements. It is a universal curative herb. People, who don’t eat a lot of carrot, suffer insufficient production of joint grease. Person shall consume what gives him the land, where he lives, where he was born. Do not eat tropical fruit and reduce potatoes. Our ascendants feed with millet, peas, lens, corn, it is advisable to take an example of them. Who consumes a lot of potatoes, has many deposit sediments, which cause rheumatism. Biggest wisdom is to find out middle way at eating. Reduce sugar, which is sweet, but it has acid reaction, and causes acidity of the organism. Artificial fat work negatively for the heart and nerves, support production of stones.


The East must elect its own representatives
It is an interesting story of Jozef Konkoly, a mayor of Kechnec village who is fighting a tough fight with state bureaucracy and centralists to achieve economic independence of the village, foreign investments and the only industrial park in the east of Slovakia ( see Dimenzie 10/2003), he has decided to candidate for a member of the European parliament for HZD- Ľudová Únia (Slovak Democratic Movement - Popular Union) supported by the Confederation of National Powers of Slovakia.

Jozef Konkoly graduated from the Faculty of Law in Bratislava and from Technical University in Košice ( specialization - environmental studies). He has been the Mayor of the village with a population of 1000 inhabitants (25 % pronounced themselves as Hungarian) and is situated on the Slovak-Hungarian border since 1990. It is a story of a man leading his endless fight, reflecting lack of common sense and morality of civil servants, regional politicians, envy and unwillingness to accept his achievements in order to benefit his villagers and support them. Many foreign media, mostly German and Austrian, are observing his story for which he has become a symbol of post- communistic changes in Eastern Europe. Many diplomats, politicians, investors and mayors of many cities, towns and villages are inquisitive about his visions, projects, methods and experience. Of course, there also those silently waiting for the fall of successful but tired J.Konkoly, for his ´execution´. They are wondering when and how he finishes his 14-year play for being the independent mayor.

Interests enforced in Strasburg
´ I am not a candidate searching for his fame. I have started something and based on my work and experience I would like to help many other people. I know how to table something. Kechnec is known in European headquarters and in many parts of the world. What I have enforced and achieved is the result of hard work, not only politicking, corruption or religion. I have always supported, ´ Ján Konkoly starts explaining the reasons leading him to the decision to become the candidate for the member of the European parliament. ´Integration of Slovakia in the European Union and in its structures requires pragmatic approach. It is impossible to develop our society, regions and state without this integration and approach. Whoever, who is responsible for essential matters and is not in accordance with centralism of Bratislava, has to try to enforce one´s opinions straight in Brussels and Strasburg. One must be there. I have become a candidate to help those people to get there, ´ he continues.

Beloved Nation
´Why are you the candidate for the Popular Union, eventually for the Nation Block. we ask. ´Originally I would like to candidate as independent. I appreciate and I am acquainted with activities of Mr V. Tkáč, leader of this new political party. Its first signals reveal their sincerity and seriousness. After they had addressed me, we had a great political polemic; we had to discuss many issues clearly. I am glad that the leaders of the Popular Union understood that there is no reason to include chauvinistic parties. National politics must be based on loving the nation. If one is not able to respect the other nations and nationalities, he is not able to respect and love his own nation or members of his family. ´

New investors in the industrial park
At the time we met Mr Konkoly, we found out that we were the first journalists whom he revealed his secret. Originally, we were curious how the development of the industrial park had been containing. Our government separated 28, 8 mil. Slovak crowns for financing its technical infrastructure. Seven new subjects joined the family of the investors in the park, Molex, an American company and Gilbos, Belgian firm; companies as Slovak-American company, which will be producing plastic substances for food products , Slovak company dealing with cabbage processing (cabbage manufacture), distillery, American company dealing with recycling plastic bottles, Dutch company producing electricity distribution systems, the company focused on logistics and haulage (truck freight) and Austrian company producing special lifting techniques to sea, air, road and rail transport.

Only hard work offered
During the electoral campaign J.Konkoly would like to visit the regions of Eastern Slovakia and providing people with professional advice, he could explain them how they could help themselves, why they could not rely on our state only and they could improve their life standard. ´I do not offer anything but hard work. If one grabs it, he will have a chance. If he does not, he will be stuck. The more dependent we will be on state, the more complicated lives we will have by state. Shared tax should be divided to the regions where it has been created. We also had two possibilities- to either wait for our state or step our feet or take the plunge and create our own, better future. We decided for the second possibility. We elaborated the projects and built up the industrial park in order to help the village, region and state as well. It is our initiation and our work, ´the mayor says.

Overall social policy
These economical projects are closely connected with social policy in the village. Mayor Konkoly claims that they enforce more efficient version of Slovak politics than Slovak government. ´Based on our experience, we concluded that it is more equitable to all inhabitants if we solve the overall social dependence. The method of individual solutions in form of financial welfare because in their sub consciousness it supports they negative attitude towards work, increase of their aggresivity and criminality.´ The representatives of the village realize overall social policy regarding every inhabitant without making any difference between their position, financial status and some other standards. ´We are trying t keep reasonable prices for services providing. . For instance, they pay 300 Slovak crowns for waste disposal and its liquidation that is 45 % of real expanses. A cubical metre of water (i.e. 1000litres) costs them 10 Slovak crowns, for effluents (liquid water) they are charged 200 Slovak crowns annually. The village uses the funds that should be paid in form of welfare for financing the expanses concerning with these services. Regional autonomy is about the ability to solve the problems and find the solutions. It is not ideal when a lack of finances results in implementing of new or increasing contemporary fees at the expanse of citizens. ´

Money earned invested in projects yet again
The village, which established the Building Company with financial participation of 100 per cent, managed to realize some public utility buildings: tennis with regeneration place, modern complex of flats for young families (24 three- room flats, 12 maisonette apartments, 4 one-room flats, car parks and garages). They were partially financed from long-term credit taken from the state fund for accommodation development in Slovak republic, they rebuilt kinder gardens, the building of village council with a modern conference room with a kitchen, a mortuary and in the first phase a house for retired with a social- health care complex (96 %), water pipe line system, sewerage and rain drainage, sewage plant and infrastructure of the whole industrial park. ´Obtained and earned finances we invest in other projects. It is very demanding process of management and organisation of activities of our building company. All unemployed who want to work are employed here. All sites belong to the property of the village. We appreciated invested sources many times and thus we created the value of village property inexpressible in numbers, ´the mayor continues. For our question who initiated all these buildings he replies: ´ Villages must be initiative, then entrepreneur sphere encounters. The village grants and provides guarantees in order to proceed further. We judged particular projects with enterprising subjects thoroughly and consequently created suitable areas for them. I am contented with entrepreneurs´ approach. We cooperate with anyone who shows a serious interest in enterprising. ´

Food complex and the latest model for the poorest ones
The village has some other projects prepared. We are planning to erect an aqua park with thermal water in the built-up area. ´I am enforcing the project for European integrated school specialized on foreign languages and professional knowledge where kinder garden and primary school, secondary grammar school and detached branch of university will be placed there. We have completed the project and budget documentation for our Food Complex so far. ´ As we were told, the complex is formed by processing subjects specialized on meat processing and meat products with slaughtery, on wheat with bakery and pasta manufacture, milk processing and dairy products. ´ The capacity of mentioned operations are designed in order to cover local and regional needs. The goal of our activities is to achieve the complexity of infrastructure and service network. It is an old Bata’s policy: we want the finances produces in the village to keep here as well. Regarding the prices, the village will produce food products available for socially dependent citizens and thus provide their family with enough food. This is the way to reach the optimal status; we will minimize social tension and ensure dignified existence for the poorest citizens. We offer a new model of complex solutions of the issue of socially dependent inhabitants being in financial shortage., ´ Jozef Konkoly explains.

Without European funds and Brussels mistakes
It is interesting that the village realizes the erection of drainage and water pipelines system without any help from the pre-integration funds of the European Union apart from state grants they have ´begged´. ´We are ready to draw finances from structural funds and cohesive fund of the EU, because we would like to speed-up the realization of our projects and close the circle of the absolute autonomy of the village. I do not have any good experience while dealing with state civil servants. We were the first village that had applied SAPARD fund to approve our projects. We wanted to rebuild our pavements, roads and footbridges. First, the officer from Ministry of Agriculture signed an agreement about the future contract with us and claimed that everything was in order. Two months later, we were excluded from the file of eligible appliers because another civil servant declared that justification of property rights concerning roads was uncompleted. They think that they can speak English they know everything. Their intentional ignorance of road and building laws about the way and possibility to issue a building permit by public notice leads me to the question whether those employees are not stealing from the state and the European Union on purpose. Will any consequences be drawn against an ex-director who supervised SAPARD fund? It took be a week to get hold of them. I had to telephone through Office of the Presidium and ask them whether SAPARD was the private company, ´ Mayor Konkoly asks and adds: ´The European Union made a mistake to postpone the integration of Slovakia. We should have integrated earlier. Therefore, the EU created an opportunity for illegal activities. Chosen People had been trying to enforce their projects at the expanse of those in accordance with Methodical projects, which had fulfilled the criteria for funds apportion, by the integration to the European Union. Our state authorities and Brussels headquarters should pay more attention to passing the judgement on the projects and therefore minimize irregular practices. I feel that there were purposefully no criteria established, the criteria obstructing to prefer the projects not fulfilling the criteria in comparison with project fulfilling the strictest criteria. I believe that t the system and the sanctions coming from Brussels will help and support those who want to do something for their people. I believe that the justice will come. ´

He wants to test both himself and his voters
According to Jozef Konkoly, Kechnec offers a new conception of philosophy and complex solutions of the problems within the small region to the EU, Slovakia and Central Europe. He claims that many foreign diplomats keep asking him how it is possible that it all works in Kechnec but does not in the rest of Slovakia. ´People must choose what to vote for. Whether chose theory and politics, huge billboards or real life, perspective in the future. If w are not able to offer our children nothing but poverty and hatred, lat leave it then. I have become the candidate because it is necessary to end up the unification of water and fire for which we are specialist in Slovakia. I would like to defend the interests of my village and this region. I judge people equally. I look forward to being tested in the forthcoming elections. I have a packet of projects and I have achieved a lot. I wonder whether this nation supports perspective and creator of those projects or will enjoy only ineffectual politics and slogans. The East does not have other alternative. There is only possibility for it- to support and vote for regional candidates. The chance to reach equal influence will increase and decisions made in Slovakia and Strasburg will not be affected by lobbyist circle of Bratislava. If the voters in Eastern Slovakia will decide for a different alternative and will vote the candidates from other regions, they cannot expect positive turn of events. Popular Union ( Ľudová únia) supports very fast minimizing of the regional differences between Bratislava and Eastern Slovakia. For Eastern Slovakia, the election of the member of European parliament has been the most important election since 1990. Attendance of the people living in the east region should be obligatory in this election. This election will be about people´s responsibility and reliability shown to their children, village and region, ´Mayor of Kechnec adds.

The campaign wants to lure also more Slovaks
Bershodia - Abovia - Zemplínska Župa (BAZ) in north-east of Hungary which border on a region of Košice could be the brilliant example of how the self-government supports a tourist trade and its development. As the first district in 2003 in Hungary they started to run a big campaign for native and foreign tourists to lure them to various tourist centers. „our district is well-known thanks to mining, energetic, metallurgy and chemical industry. It has many natural beauties and attractions. We are not content with nowadays knowledge of tourists about tourist’s possibilities of the district and also we are not content with their visit rate“, says Ildikó Gyárfás, the Chairperson of BAZ and Member of Hungarian Parliament for Hungarian socialist Party.

In this district (745000 inhabitants; the administrative center is Miscolc) is yearly invested about 110 milliard of forints (cca 21 milliard of Slovak crowns). After Budapest and a region of Gyor-Moson-Sopron it is the third economic most important region in Hungary. There are 15 industrial parks in the district.

200 millions of forints for propaganda the campaign for the support of the tourist trade was started in the most listened Hungarian radios „Sláger“, „Danubius“ and „Rádio Café“. Forty seconds shots were prepared for Hungarian television (MTV 1) and a regional television. There was a web side made on the internet (www.vendegvaro.hu ), which noticed record visit rate and in this line it overran the web sites of Balaton and Budapest. „In last 2 years we invested to propaganda 200 million forints (cca 34 mil Slovak crowns). According to a statistical evidence there was an increase of a visit rate of the district almost of 11 per cent and a cumbrance of accommodation increased about 10 per cent last year. In autumn during the grapes harvesting all accommodation capacities were full. Incomes from the tourist trade have increased for example in Miscolc about 30 per cent,. Employment in the rough about 2 per cents“, explains Ildikó Gyárfás.

Mrs. Chairperson what are the purposes of this campaign?
To increase the foreknowledge, knowledge, to introduce the worth, to make the district more reputable and better known. According to the statistics there are more than one million of tourists travelling through our district every year but just a little part of them will accommodate in our guest houses. They are staying in our city 2,3 days in average. The practical purpose of our campaign is to make tourists come to our district again and to propagate our good name of this region. We expect the campaign to spread the seasonal tourist to a year tourist with a use of our winter ski centers.

Which foreign tourists visit your district most?
From all tourists who visit our district and used offered services were 19 per cent from Poland, 15 per cent from Germany and 13 per cent from Slovakia. We wish to gain new tourists from these three countries also this year. We have published billboards also in English, polish, Slovak, Dutch, Russian and German and we would like to place them to these countries. Slovakia is very important for us. We have mutual 460 km long border and we can see a big potention in economic, cultural and tourist branch. also because of this we have recently signed an agreement with a district of Košice and Banská Bystrica. We collaborate very closely with a Silesian dukedom in Poland. We have just returned from the exposition of a tourist trade in Katovice. We have already shown our district to polish journalists, we have also published prop materials in polish. We expect that there will be an increase of the interest in our district in Poland. We are anxious to do something similar in Slovakia. We would like to offer similar program to a Slovak media and travel agencies.

What makes the district so interesting for tourists and investors?
We have beautiful nature. From eight Hungarian parts which are included in UNESCO list there are two of our district - countryside Aggteleki-Karst and a historical part of Tokai. From ten national parks are three in our district. We have six protected parts , which covers 13 % of total area of the district, more than 600 historical sights, 100 museums and scenic places, more than 100 castles, mensions and forts, 6 spa places, 200 accommodation possibilities and more than 150 attractive offers for an active relax. We can offer to each tourist our cave spa (Miscolc-Tapolca) and also winter and summer spa and pools in Tiszaújváros, untouched nature in the part of Zemplin, Tokai vine route, hunts, individual recuperative programs.



Thermal springs in a cave
in a center of the region of north-east Hungary, in picturesque recreational part of the city of Miscolc - called Tapolca, the thermal caves and spa lure the native and foreign tourists. Last year there were more than 400 million of tourists visiting this center, and also many Slovaks (especially from east Slovakia) were among them. Many springs with a temperature of 30°C , which have been well known for their therapeutic effects since 16th century, rise in an unique cave tunnels.

Nowadays the entrance price is 1600 forints for an adult (cca 260 Slovak crowns) as a result of more demanding standard offered by popular cave to each visitor. Apart from relax, nice and clean environment the visitor can use the entertaining facilities and a restaurant, children’s and open swimming pool in the garden. Within the frame of therapeutic and health complex everyone keeps at disposition not only a sauna, solar, curative and refreshing massage, but also services in a field of hydro-therapy, electro-therapy and rheumathology. The cave opens at 9 a.m. and closes at 6 p.m. every day, in summer season one hour longer.

The name Tapolca was given by Slovenians
Historians say that the springs of a thermal water in Tapolca were well known already 600-800 years AC. The name Tapolca (Teplice) - is derived from the word „Teplé Pramene“ /thermal springs/ and has its roots in the age of Slovenians who settled down in this part during the migration of the nations before the arrival of Hungarians to the Carpatian Fold. As a spa Tapolca is mentioned in the 12th century for the first time, when it was the part of benedictanian abbacy. In the 16th century it is already well-known spa. Its unfroze springs, stream and a lake lured many salesmen and people from near neighborhood more and more. The history says that in 1711 asked the bishop the representatives of Diósgyora castle district to take care of spa and put in order especially a lake which was menaced to become a swamp. The bishop also invited doctors and specialists to evaluate the quality of water. They, at his impulse, diverted the flow of a thermal water to other three lakes upon which they built changing rooms to have the possibility to bathe in it according to everyone’s post and status. The first development of the spa is accredited to the King Ludwig the Great. To his order there were made slots of springs around the castle in Diósgyor (at that time it wasn’t a part of the city Miscolc), and he used its curative effects with his family and his people. First spa house with a restaurant was built in years 1720 - 1723. The note from these years says that the water which rises from the stones skins, reduces a temperature and brings a big taste to eat.

Spa of an experience
The eminent development of the spa in Tapolca began in a final third of 19th century, when the town Miscolc purchased the spa from episcopate in Mukacevo (Mukacevo, town in Carpatho/Ukraine). Town finally reach meaningful source potable water and an interesting recreational region. In a beautiful naturalistic surroundings near springs were gradually built hotels, restaurants, cinemas, swimming pools. The value of the spa, which are appropriate on treatment of rheumatic and women’s problems, increased the quantity of sightseer places in its surroundings. Actual development of the spa focuses on experience in the spa with service, because water of thermal springs hasn’t been declared for healing water yet, although the treatment in it is suggested to a prescription.

Milliard investment to a modernization
Complex modernization of cave spa, which is in a progress in four phases from the year 1997, up to now required investment about more than 1 milliard of forints (162 mil. Slovak crowns). In first phase the main investor, company Miscolc Vizmu Rt, reached to expand water surface of the cave about 320m2, enrich its internal corridors with experience elements (countercurrent flow, whirling massage), to build an entrance lounge, to modernize heater system , to expand external grassy surface and build children’s outdoor pool. Within the frame of modernization, to which also European Union has invested through the fund Phare 220,5 million of forints (around 900-thousand euros), was reconstructed spa hall and entrance building with a hall, kitchen, social rooms, park, whirling bath and thousands of boxed cabs were also built. Actual program of modernization was successful, because visit rate of the spa increased of 56.3% compared to the year 2000. The interest for medical services has also increased of about 18 per cent. Total profit from the visiting rate and services achieved within a year 2003 worth 319 million forints (50 mil. Slovak crowns).

There is going to be also sauna small wood
The fourth phase of modernization of the spa , which demands investments in amount of 732 millions of forints (120 mil. Slovak crowns) is very interesting. According to designed projects it is to be build new building with three floors for curative procedures with inside pool for health training in water, curative hydro-massages, rooms for mud- therapy and electro therapy. Investor also in frame of this phase expects a help of the European Union in an amount 142 millions of forints. The monumental is also project to build outdoor sauna small wood under roofing plain, which will be created by four saunas with boxes for 10 people, five Finnish s for one person, four infra saunas for two people, one steam cab with a capacity of 14 people, two sun parlors, dressing-rooms, showers and relax places. There will be swimming bath with cold water before saunas. Visitors can make use of sauna also for aroma-therapy. Apart from this will sauna small wood be interconnected by the water conduit with non-functional cave exit and with an outdoor pool (shell) at the entrance to the cave. Self-government of the city Miscolc and the main investor want to rebuild also lake spa behind the cave, according to projects worked-out in 1939. Water v this lakes doesn’t freeze. Thanks to this fact lakes are nowadays attraction searched for romantic shuttling and getting to know the beauties of the nature .

Shall we grow the hemp again?
Can you imagine a plant having wide range of use such as soya, cotton plant and coniferous trees. Can you imagine the plant that products will replace kernel fodder and building wood suitable for bioplastics? According to American researches, there are 25 thousand ways of using it. Well, we are talking about a hemp plant, probably the most useful plant all over the world, which is quite often misunderstood as marihuana.

The hemp plant is grown and processed almost in all countries of the EU, overseas, Hungary, the Czech Republic, Ukraine as well as in Russia. Romania is its biggest producer through Europe and China all over the world. Slovakia used to be well known for its hemp industry. However, this traditional Slovak plant is not being grown in the fields these days.

Slovak law stops its renewal
´In fact, Slovak legislation does not distinguish between the hemp plant (technical) and the hemp- cannabis grown for the purposes of production of narcotic and stupefying substances. The European Union recognizes difference between them. The content of psychoactive tetrahydrocannabinol part is considered the main criterion, which cannot be extended over 0.2 per cent. Being compared generally marihuana contains from about six to 15 per cent and hashish up to 40 per cent THC. ´Boris Baňas explainsspráva of non-investment fund called ´Why not the hemp, which supports the projects focused on the revival of hemp industry in Slovakia predominantly in the mountains or very close to them? ´Based on Slovak law number 139/ 1998 the latest amendment passed in December 2003. The law says that it is possible to grow hemp only for the purposes of research and for industrial production only if the cultivator (licensed) had agreed on the price in advance for which the whole hemp crop will be delivered to the processing organisation by the time as stated in the permission issued by Ministry of Health Care in the Slovak republic. Slovak law forbids export an import of grown hemp plant. Only the import of licensed seeds is allowed, ´continuous B.Baňa and adds: ´Nowadays there is neither producer nor grower. Although growing of the hemp plant is not prohibited in Slovakia, the law in fact, stops to renew hemp production in Slovakia. There are neither quotes nor grants for growing the hemp. It is profitable to invest finances to purchasing of the processing link only if hemp is grown on the area at least 1000 acres. ´

It used to be grown all over Slovakia
During the Middle Ages, hemp was grown through Slovakia and even on the larger field than flax apart from northern parts. The names of villages in the area prove the growing of hemp (Konopnica; konope = hemp in English), unique names of the tools for its processing (trlica, trojma, klky, krosná= loom) together with folk songs. It was grown on the serf agricultural and manorial lands mostly for their own use. Since the beginning of the 18th century, a part of the crop and hemp products had been distributed onto the markets. The region of Záhorie was its biggest producer. Hemp plants were grown in every village. Unprocessed, half-processed hemp or purchased hemp was delivered convey to Vienna and to the mining towns in Central Slovakia, where the ropes so necessary for mining were manufactured. ´ During the era of capitalism hemp plant was processed only domestically and moreover for their own use. A very slow development of processing industry and replacing hemp plant with other different, cheaper materials (synthetic threads) led to the continuous decline of its growing mostly after the year 1945 when it completely disappeared from small-scaled production. It was grown only for the use of new built industrial capacities, which disappeared in 1989 for instance flax and hemp plants, ´adds B.Baňas.


The mystery of great civilization on the banks of the Nile river
The colossus of the great Sphinx in Gisa is the greatest and the most mysterious statue in the world. It still isn’t known when, who and why it has been built. The story of Sphinx is covered with mists of ages and speculations about it were never proved. It is sculpted into one piece of rock. The Great Sphinx was the first and has become the model for thousands of smaller ones - spread around whole Egypt. Giant with human head and the body of lion is 20 m high and 73.5 m long. As it is not reflecting the time and at least after five thousand years proudly and fearless looking into the future. The Great Sphinx has become the symbol of Egypt.

The mysterious sculpture had already disappeared out of the eye-sight many times. On the slope under the triplet of big pyramids it had been completely buried under the quicksand of the Sahara ever and again. For instance Herodotos didn’t see it when peregrinated along Egypt at all. It was lying under the high sandbank of dunes. The first who had dug it out and renovated it, after it was sculpted, was a Pharaoh Thutmose lV (1425 - 1408 BC). The epigraph between the monumental paws of this Sphinx is revealing it. In the age of Roman Empire was this sculpture excavated from “sand’s clutches” by Marcus Aurelius and Septimus Severus. In 1818 it was dug again by Giovanni Battist Caviglio. 70 years after it was covered with sand again and then it was unhid by Gaston Masper, the Director of Egypt governance for Middle Ages. About four decades after this it was necessary to take shovels and excavate the Sphinx from under the hundreds of tons of yellow pall again. After a recent large-scale restore, the sphinx is shining under the pyramid resplendent and with a mysterious smile on more than four meters wide face it is looking at thousands of tourists, who hold their breath before her.


Terrorism in us and among us
concerned for assassinations which leave tenths, even hundreds of death and injured victims, we had already forgotten various forms of bloodless terror which has been the component part of our daily life. Some time we were spoken about domestic violence and persecutions in military and scholastic collectives. But also in these cases authors spoke more about a physical violence or threat of this kind of violence than about terror in its bloodless semblance - psycho-terror. Its victims are many times the living crocks or the voluntary death applicants...

Profit or Lost?
It is often said (in terms of our integration into the European Union) as soon as we have reached our sovereignty, we will lose it. The vision of better future is created as a plaster placed onto this wound caused by our integration. In other words, as if we were able to sell our souls to improve our life standard…

We will start from the end: to become a member of the EU does not mean to cross the finishing line and win; it is the other way round- it means to stand at the start again and run a long truck to reach the victory. Integration into the European Union is not the end, but the beginning, it is not a victory but taking chance. This chance is so significant that we have to pay for it. However, it cannot be misunderstood as losing sovereignty. The part of the burden we will have to bear in this race for new existence of our state is extended sovereignty. It does not mean only more competencies based on power thanks to which we are allowed to make decisions indicating more responsibility.

Great sovereignty of small states?
Our domestic market spreading from Bratislava to Čierna nad Tisou will be suddenly covered by the area spread from the Atlantic to the Baltic. Common Market Regulations, obligatory for all members, will protect our interests in this huge economic space. In the past- to enforcement particular rules would have required powerful impact usually turning into open war conflict. Nowadays we can protect our interests by using arguments and referring to obligatory and binding rules and regulations. We do not have to rely on our own authorities, hardly powerful political means, but we will be able to use institutional authorities of the EU we will have in common. Very important feature of sovereignty is the size of the area onto which the country can enforce its interests. Although the EU institutions will overtake many duties obligatory for national parliament, a part of duties will stay in the arms of national parliament and thus it will directly or indirectly influence the whole legal and cultural space of the Union. The changes in political space, in which our authorities make decisions, are very serious. A Slovak voter that will vote for a member of our national parliament as well as international parliament, he or she will have the right to influence the whole European Union.



Karol lV - the Father of the country
Carl’s Bridge, Carl’s University, Carlstein. Signs of one of the biggest European monarchs which we can find in Prague at every step we make. Nor pupils at basic schools don’t doubt his value. The Czech historiography considers him as one of the most significant personalities even if he came from the origin which had their rootage hundreds of miles on the west from the Czech republic.

Carl lV was born in May 14, 1316 at five in the morning “somewhere in the settlement round the castle of the old city of Prague” as a memoirist, Petr Žitavský, has mentioned. His father was Ján of Luxembourg, mother was Eliška Přemyslovna. His christening name was primarily Václav, his name of confirmation Carl which he accepts in 1323. After a rupture between his parents and consecutive isolation from his mother at castles Křivoklát and Loket he took part very good education at French royal court. In this period the monarch of France was Carl lV, beautiful, brother-in-law of Ján of Luxembourg. The young Carl lV lived in years 1330-1331 in Luxembourg and then he was his father’s deputy in Italy. He governed Czech kingdom from 1333 and in 1334 he obtained a title of Moravian margrave from his father. In 1341 after his father’s acceptance he was recognized as a future monarch by the Czech Concilium.

Slavomír BENKO (1950)

Although he studied art his fate has managed that he became a soloist of a opera after a competition in the Theatre Of Jonáš Záborský in Prešov. He has performed at its stage since 1970 up to now. He has directed ten musical comedies and light operas. Despite of this he feels better on stage. Feelings - it is what lure him to a creative art. „If someone has an ability to watch this can be also shown in his work,“ says and adds „I am a lucky man because I am allowed to actualize at home as well. My wife provokes but also supports me.“ Art has followed him for all his life - already from his childhood, when he learnt to draw from his grandfather. And where does he get inspired? From the ordinary life which surrounds him. He has been transforming his experience, emotions and feelings. „I want it to affect suggestively to the people; I want them to feel what I felt at that moment. I want it to be more than just an ordinary living. It isn’t so difficult to express feelings in works if there is strong experience.“

He observes politicians, artists; sportsmen and then he draw them in caricatures. Thanks to his observation and skilful hands, even the most dignified personalities turn into ridiculous and funny creatures making spectators laugh. He also notices ordinary people usually coming from the country. He notices their skills and creates them while doing their seasonal works. He is as a picture chronicler depicting handcrafts vanishing and past time beauties. Goals generously evaluated
Good 90´s! in football there were it was very easy to earn money. It was possible to fill up the pockets players, and for their transfers also football clubs and their managers. And how it is today? There is a heavy cloud of financial problems upon whole Europe. There are no finances for transfers, modernization of stadiums, and there are no money for salaries of players too. But there are also exceptions, on which they cannot save the money. Especially when there are people in football who don’t have to think of saving money at all - the owner of Chelsey London, Russian Roman Abramovič (his property is calculated around 7,5 milliard Dollars) or Silvio Berlusconi (an Italian prime minister and holder of a football club AC Milan - with his calculated wealth circa 9 milliard of dollars he is the richest owner of football club at all).
