Will SaS be a leader of the Slovak right?
The rule of the most incapable and complicated government Slovakia has ever had since 1989 is over. Instead of consolidation and prosperity, clear conceptions and visions of future development, the economic and social decline has been deepened, there has been an increase in prices and unemployment rate and uncertain future for many citizens has become more common.
Leaving government of Iveta Radičová who will be commanded by President Ivan Gašparovič for four or five more months will be known in history of modern Slovakia as a government of unsuccessful right- liberal politicians and people- full of theories that have been blackmailing one another politically and have not been able to reach a simple agreement about any national and state development impulses. Slovak right has disappointed us again and proved that as long as there are not radical personal and scientific exchange of people, it will still represent jut overcome and old- fashioned international neo- liberal concepts being used by a small group of foreign investors and paradoxically, in the end, they will eliminate or restrict competitiveness of domestic investors and entrepreneurs, which will have negative influence on our national freedom and independence. In case of the parties such as SDKÚ- DS and KDH that are going to offer, almost the same technocratic and tired faces in the early election. We can hardly expect these parties to experience more profound self- reflex ion. Their inner agony, however, continues. Privatization hits and cheap sales of state properties, which were in the scope of interest of international capital and income item of the national budget, have already been over in Slovakia and even in Central Europe. It is proved that these two political parties are just absolutely “worn out” to offer Slovakia modern agendas. They are just able to repeat endless and new phrases convincingly. What is ready sad is the fact that they cannot rely on the support of small and medium entrepreneurs, self- employed people and farmers but on international banks, insurance companies, a few financial groups and pharmaceutical firms which have been systematically and “cartelingly” destroying Slovakia and its Christian values, traditions and thinking.
So now, they represent more their interests than interests in domestic production sphere. If it was the other way round, there would not be so many young people, disappointed self- employed people, and members of elderly and middle- aged generations leaving Slovakia to work abroad. Why is the right unable to make them stay at home and provide them with work, higher pensions and respectful living?
Obviously, SDKÚ- DS and KDH rely on people with university degree, doctors, lawyers and teachers of right and conservative thinking but let’s be rather honest: what is the sense of the right group which has not capital available and it is right just from philosophical and verbal points of view, influence on improvement of entrepreneurial environment or economy revival and Slovak country? Almost nothing? Therefore, Mr Dzurinda, Mr Mikloš, Hrušovský and Figeľ can as “irreplaceable leaders” rely more on blind faith of their voters than their rhetorical abilities and “politication”. Those men have been in politics for twenty years and have not managed to bring up their followers. Maybe it is that they were definitely not better than they were but they were surely obedient and thankful.
From this point of view Sulík´s, right- liberal party Sloboda and Solidarita- SaS (Freedom and Solidarity) might seem to be a new right alternative against not only SDKÚ-DS and KDH as well as Róbert Fico´s left alternative. The group of economists, financiers and accountants around Richard Sulík got a courage via the European bailout fund and particular to open a new topic in Slovakia- do the Slovaks want to live in federal and permanently in debt European Union or they want to live in the original European Union that is supposed to be a union of sovereign states? We have to praise this party that was not worried to tell the truth about the bailout European fund and debt crisis of some states in the Eurozone and thus put the mirror in front of scared M. Dzurinda, J. Figeľ and R. Fico who have not found their courage and rhetorically supported economic dependence of Slovakia on Germany who threatened that foreign investors would leave Slovakia. How childish and ridiculous it was when we realize that Germany makes decisions in the European Union (including the Euro) regardless Slovakia thinks and wants… Let not forget that immediately after the fall of Radičová´s government, there were discussions in Berlin and Paris about division of the European Union into two groups- the states that wish closer integration and state who do not wish it. I do not want to conjure ghosts of the World War II in terms of the drama with the European bailout fund and fall of Radičová´s government as Slovakia was a political and economic satellite of Germany as well as other states of West and Central Europe. Which state could have just refused it?
Just the establishment of the European Union was the answer how to live in Europe after the Second World War. Creation of common economic space and market without any customs and barriers was an alternative against wars and exaggerative nationalism. Founders of the EU, however, have never spoken neither about common currency nor about common bureaucratic institutions. They never spoke about creation of an elite club prosperous states or creation of common currency. They just spoke about unification of Europe and cooperating states, which respect common civilization and cultural values. Not only European bailout fund but also the Lisbon Treaty are the goals that destroy the ideas of founders of the EU. The European bailout fund eliminates financial independence of states and deepens its debts (i.e. permanent lack of sources for the national development), the Lisbon Treaty and its proposed reform, which turns the EU into federation and changes national states into federal states.
If Richard Sulík wants to revive electoral campaign in Slovakia using new topics, he had to state clearly whether his SaS declares itself to European scepticism or confederalists and what kind of alternative economic agenda and concept they offer to Slovakia. He should explain to Slovaks that whether he supports food self-sufficiency, implementation of taxes for banks, increase or decrease in taxes (equal tax and VAT) as well as if he wants to defend interests of domestic producers, employers and enterprises. How profoundly he knows their problems? We do not know. Deduction reform is not enough. His silence in terms of providing new stimuli to nine foreign investors (75 million Euros for 45 months) at the expense of domestic employers still proves that he is not interested in this topic. Overall, if he wants to defeat SDKÚ- DS and KDH and be a leader of Slovak right and opposition against R. Fico, he has to announce Slovaks whose interests he really presents.

The Slovak Medical University is a public institution of higher education acting under the Ministry of Health of the Slovak Republic. It provides students who study for particular categories of health care employees of accredited studying programmes of bachelor’s, master’s, doctor’s and doctoral, specialized and certified studies with using creative scientific research in the health care areas in order to benefit health and quality of life. The school was established In 2002 by the transformation of the post- gradual academy of medicine which as a non – university educational institution have had various names since 1953 and it has brought up specialists in the fields of medicine, dentistry, pharmacy an other health care branches. There are more than 16,000 students studying at four faculties (Faculty of Medicine, Faculty of Public Health, Faculty of Nursing and Professional Health Studies and Faculty of Health which is based on Banská Bystrica .
Mrs Farkašová, how do you perceive present position of the university in Slovakia and in the region of Central Europe?
Our university differs from other state universities, as it is established not by the Ministry of Education but the Ministry of Health Care. It plays an important role within Slovak educational and training institutions as well as in the system of providers of health care. It continues in 58- year tradition of education of health care workers in the field of specialized as well as life- long education in Slovakia. Many representatives of health care have gone through its doors. Without any exaggeration, I can say that over the period of its existence, our university has managed to develop and earn domestic and international reputation, position and recognition.
Our university is as active player not only at domestic level but also at the European level. Quality of bilateral relationships with other universities allows me to evaluate perception of Slovak Medical University also in the space of the European Union or Europe as such.
Are there any similar state universities in Europe which you can be compared with and cooperate with? Alternatively, you represent a rare type of the state school of higher education, which can be an example for other states.
In terms of history and continuation, our roots make our school very rare and extraordinary. Obviously, that in the world of integration, there are other universities that take over the programmes, which are ensured, just by our university. However, in some cases we are a place offering some studying programmes, which are “unique.”
A year ago, when you after the inauguration ceremony spoke about the future goals that you would like the Slovak Medical University to become one of 500 best universities in the world. Which presumptions and pillars would you like to move the development of university move forward?
First, I am convinced about the abilities of people operating at university- they are all inevitable part of perfect work at our university. As I know leading employees of the university and its faculties and departments as well as I am aware of the attempts shown by our pedagogues and scientists when doing their activities, I dare to claim that the university has an excellent scientific and human potential. We have and all together we create a team and it is more that a good basis for achieving our goals.
How many years and how many investments will your ambitious goal require- to be among the best universities in the world?
We are heading towards this goal and we would like to achieve it as soon as possible. We have been doing our best in order to reach our goals set. In terms of investments-, we have to perceive this issue at two levels- at financial as well as human, nevertheless, along with each other.
What has to be improved, modernized and financed significantly?
Even though we belong to modern workplaces, there is always something to improve and innovate. We attempt to be active in various fields, mainly in the projects and obtaining grants from the European funds. We also create strategic partnerships, which can help university develop.
However, discussion concerning this topic could be endless. In addition, if we were among other rectors we would probably find out that the issues, which are daily part of our work, are the same themselves. Each university, nevertheless, is a mechanism which its laws. In addition, these have to be respected. In addition, the process of improving the conditions for all participants, i.e. pedagogues, students, scientists, researchers and administration clerks will move forward.
Do you want to open your university for foreign students and pedagogues?
We are preparing opening of an English programme, which his supposed to move our university forward. All we do is interconnected in order to achieve quality growth. So far, I will not reveal any more details as we have already prepared a few models how to ensure this project. Over the recent weeks, we have been making decisions which direction to choose.
Your university highly depends on state contribution. Current radical cut down in state subsidies almost ruined the university; you have to make some employees redundant, reform the organization structure of the university and the priorities in the budget. How does this dependence on the state obstruct and limit the university development?
It is true that the restrictions in the budget make the operation of the university seriously complicated. We had to respond to the present situation immediately as students could not be influenced by this situation. At first, we were forced to do some restructuralization precautions that reflected in reduction of the number of employees.
Personally, it was not an easy decision for me as I have been working at university for ľ5 years. However, we had to take such steps and I think that majority of people at university have understood that. When making our decisions, we were supported by the management of the university and faculties as well as the university academic senate and senates of individual faculties. We did a careful analysis of performance of each employee and the results were the only one, and I would like to point out that they were the objective criteria when making decisions.
Each university is dependent on financial sources. From this point of view, it is not important where they come from but the volume and structure matter. Of course, there are other possible models how to be connected to the state budget. With no hesitation, we speak about them with people involved and the only aim of such discussion is to stabilize this part of our income so that we could dedicate the maximum of our energy to the main scope of our activities.
Is it possible to build university from private and non- state subsidies?
Due to the nature and character of our school, our sources must be some other activities, which we ensure, and attempts to cover costs, which are connected with activities and operation of university. We are trying to be active. We always search for new ways and forms by which we can get closer not only to the needs of the practice but also meet the requirements for systematic education and training at the largest possible extend.
If the crisis budget will last for a few more years, what is the sense of developing Slovak Medical University to a prestigious Slovak and possibly Central European university? How will the lack of state subsidies influence current and further research and development activities of the university and its investment intensions?
Obviously, our budget consists of a few items out of which, one part represents subsidies of the Ministry of Health Care of the SR. The volume of sources from the ministry for this year does not mean that we will give up our plans and goals, which I mentioned above. We know our qualities and that is why we must not give up our intensions we decided to go for.
How will the crisis budget influence the fees for studying? Will you increase them?
Increasing the fees due to decreased subsidies would be the easiest way. However, we have not gone for it. Surely, that some particular frees for particular studies increased but it is a process coming from the past when real costs and real payment carried out by a student were not in a balance. Where we had to increase fees had been influenced by other factors than, as you said, a crisis budget.
Apart from that, your vision for the coming 10- 15 years says that the Slovak Medical University is a leader in the field of education of medical politicians and managers. How should I understand that? Have you started focusing on this area?
Our university offers unique accredited programmes- a specialized study- Master of Public Health- a specialist for management in public health care. Its students have always been important people from the managerial positions in health care. Many of them understood that without a specializing study in the field of management could be a chance for successful managing of their position significantly lower. That is why this studying programme is on a great demand. This is the way, which we had to and wanted, to follow- offer modern and flexible education, which can be easily applied, in practical sphere of the system of providing health care.
Which university research and development centres are the key one for the university and can they be considered as the top ones in Slovakia?
It is hard to choose one or two places out of our colossus. Each is unique for something and interesting as well. It is a complex of precisely fitting chain-rings producing quality. I do not claim that there is nothing to improve, on the contrary, but to choose just one; it would be as taking a single word from the context. At university, we have national reference centres, highly- specialized laboratories, in Trenčín we operate linear accelerator…
Which new studying programmes would you like to have accredited?   
 Our activities will focus more on those areas, which move forward quicker and meanwhile, we will focus on what the practice shows as needed. For example, dentistry. We are intensively working on opening this specialization at our university. And the practice shows that thus we will cover the urgent demand for dentists as they are ageing and they lack. We consider ourselves as a progressive university that is why we leave traditional and required studying programmes and we fulfil it with the maximum of new so that we remained attractive for the students.
Accreditation documents are prepared regularly. All our departments provide them. We are rather successful in that. Each new accreditation is our common success. You can find their complete list on our official internet website. Each new accreditation appears among news immediately so that each applicant from the practice waiting for his/ her opportunity to study at our university, was given actual information.
How do you evaluate the level of education and training of specialist of all kinds and degrees of medical education in Slovakia?
I would rather not compare. I had better search for positive differences ad each school has its specific goals and the entire profile of the school is subordinated. I think that the main point is so that whoever wants to improve his or her qualification will be able to find an adequate pedagogical workplace. In addition, I would be glad if it was our university. We cannot expect and want to be a monopole. It is true that some programmes are exclusively at our university but it does not mean that other schools do not offer quality. The Slovak Medical University is based on its history and yearly approved scientific and pedagogical activities. At our university, some specializations are handed over from the hands of professors to their followers. It cannot happen that if one of pedagogues finishes at our university, the subject or specialization he granted will be finished too. Moreover, it is our strength, our traditions and future.
 In which areas is Slovakia behind developed countries in Europe and in which there is still too much to improve?
In terms of education and science, I am convinced that Slovakia holds a dignified place. It can be proved by results scientists- graduates from our university achieve. As a person operating in the academic field for many years, however, I am worried about the respect and position of pedagogues which hit deserves. Of course, I do not want to speak in general because based on the results of evaluations of our pedagogues done by our students; our university has an outstanding team.
How do you cooperate with other universities, which have faculties of medicine and studying programmes focused on the medical education? Are you perceived as a competitor or as a partner?
From my point of view as well as the opinions of the management of university can state that we have always chosen partnership approach. It can be also proved that in our scientific council and in the scientific council of university are deans of other faculties of medicine or rectors of other universities. Representing our university, I can say that we are ready for cooperation 24 hours a day, which leads to the development of our science and research.
Scientific circles consider you as a reputable and respected expert in the field of nursing in Slovakia. You were the first who was honoured the title of professor of nursing in relatively new scientific branch. In Slovakia, there is still lack of more degrees of nursing care. The country has covered mainly institutional treatment but so far, we have not managed to develop the efficient system of agencies for domestic nursing care. How do you comment it?
Education in nursing as well as nursing practice has gone through historical changes in Slovakia. According to the directives of the EU, a nurse received the ability of profession performance in bachelor’s study which his compatible with the educational programs in the countries of the EU. Nursing as health care provided by nurses was included in the law on health care for the first time. They work using the methods of nursing process, create standards for their work and evaluate quality and efficiency of nursing health care. Our university and I, personally, are proud of this success.
You say that more- degree nursing health care is missing. I think that this is not a problem because more- degree nursing health care presumes employees with a particular degree of education.   In nursing practice, there are not only nurses with the qualification in which they achieved ability to perform but also nurses – specialists. Nurses with the master’s degree and specialization in management, nursing and health care management and financing hold managerial posts.
Slovakia has already covered nursing care in the institutional health care. It is true that the system of nursing in community, i.e. in families has not been solved yet. This kind of health care is provided by the agencies of domestic nursing health are but their number and financing is to sufficient. Nurses are prepared for this activity; our university has an accredited specialization- nursing in community. The future will force our society to solve the issue of domestic and community nursing. The population is ageing and institutional health care is rather expensive. The World Health Organization have dealt with the problem of nursing, however, the study shows that nurses are the largest group of qualified and competent health care workers who should adjust to new situation in this field. For example, some countries, such as Austria move a part of healthcare away from the non- constitutional governments- hospitals what is profitable both ethically and financially.
You were a member of the permanent committee of the Regional Committee of the World Health Organization (WHO) for Europe. The Slovak republic had historically first representative in this committee which votes for all documents and resolutions of the World Health Organization. Which topics and proposals did you manage to influence and pursue?
First, I try to pursue personally close topics. I prepared documents and statements concerning education and I think that my activities in that vital body could be called as diplomacy for the entire educational and training processes of health care workers in Slovakia. It was a highly responsible work and I liked it very much. I have always been pleased then I could see the job done well, approved documents, which support good. However, calculation of prepared and approved materials took a significant place Nevertheless, it is not essential. What I consider most important is that I managed to convince my colleagues that it was necessary to support material and necessity of their implementation into the practice.
Who is Dr.h.c. prof. PhDr. Dana Farkašová, CSc?
She was born in the village of Báb (20 July 1948) near the city of Nitra. She graduated from the Secondary nursing school in Nitra and the Faculty of Arts at Carl ś University in Prague with a specialization on pedagogy and nursing. She was honoured the title of a reader in pedagogy at the Faculty of Education of Comenius University in Bratislava. She was inaugurated a professor of nursing in 1998 at Trnava University in TRnava (The Faculty of Health Care and Social Work). At the Slovak Medical University in Bratislava, she completed her specialization studies with the specialization on management in nursing. She began her pedagogical career at the Secondary Nursing School in Nitra and at the Department of health care education of the Ministry of Health Care of the SR. She has been working for the Slovak Medical University since 1986. Before having been voted for the rector, she was a dean of the Faculty of Nursing and health care specialize studies and the first pro- rector for educational activities. Between the years 2007 and 2010, she was the member of the permanent committee of the World Health Organization for
Europe. She is a mother of two very successful sons. She can speak two international languages.

Slovak- German company DCE Engineering, s.r.o. was established in 2004 by joining Dupres Consulting, s.r.o. and Hamburg firm Tagueri AG. It was a respond to high demand of mainly German customers for construction services in the field of aviation industry. Since its establishment, it has focused on such reputable aircraft manufacturers as Airbus and Boeing for whom DCA engineering constructors work within supplier and contractual relationships. Experts from the company in Dubnica who operate in Hamburg, Bremen or Dubnica and Váhom mostly participate in construction of interior furnishing of jet planes Airbus and Boeing- parts of storage luggage compartments and kitchen places, emergency equipment and placement of electrical cables.

MAIS- Modular Academic Information System
Since 2004, when MAIS was created, it has been a great challenge not only for Dupres Consulting, s.r.o. in the field where it was formed but also for current and future clients, i.e. universities and colleges. As the main aim of the school is a successful graduate in terms of education, then the main aim of MAIS is to accompany a student from having his enrolment form registered to successful graduation from school.
