Who will put „ West Balkan“to the rights?
It all proves that Croatia will have been the last country for a long time that will enlarge the European Union on July 1, 2013. After this integration, we will probably witness “preservation” of the dividing “neutral line” between the European Union and Russia (the Commonwealth of Independent States) in East Europe in the territory of Belarus, Ukraine and Moldavia, or a new safety status quo in Balkan. Bulgaria, Romania, Slovenia (which does not consider itself as a Balkan country but its 24% is situated in Balkan) and Croatia (47%), which are already the members of NATO, have already jumped out of this “ gunpowder barrel” as Balkan peninsula is often called. These states enlarged the North Atlantic Alliance and its “security zone” by new territories of the Adriatic and Black Seas.
The war in the former Yugoslavia which created political development of Balkan into “ West” and “the Rest”, quickened import and conducting security and economic interests of western countries, the USA and Islam states in this part of Europe. It could be proved by the process of establishment of a diversified federal state of Bosnia and Herzegovina, which is under the international protectorate and unfair bombing of “little “Yugoslavia” in March 1999, which was at the time the Union of Serbia and Montenegro. Meanwhile, weaken Yelcin´s Russia just watched the American policy in Balkan and did not have such international influence and power as it has had over the last decade. So officially, it had to draw back from Balkan and accept interests of West and Brussels. Consequences of this expansion led to the continuous separation of Montenegro from the S. Milosevic’s politics and the Union with Serbia (between the years 2003- 2006) and the referendum on its independence (May 2006). Slovakia also got involved actively in this process (to be more precise Mr. Lajčák). Disputable referendum ended up tightly in favour of the state independence (55.4%) which has almost 700 thousand inhabitants and Serbia, a Russian Ally, got another blow…
Declaration of independence of the so- called Kosovo Republic from Serbia in February 2008, has so far been the last and the latest “ product” of the USA (It also represents Islam countries) and so- called common foreign and security policy of the EU which should strengthen “ peace and security” in West Balkan. At least, it was given its name in the White House and in Brussels although everyone knows that the truth is rather different. In reality, it is a 14- year occupation, division, islamisation and albanisation of Serbian province of Kosovo and Metohija that according to the resolution of the UN Security Council (no. 1244) is still the part of Serbia under the international administration of the UN. It is under the administration of the EU as well as the UNMIK did not manage to protect Kosovo Serbs and Serbian orthodox Churches from Albanian pogroms in March 2004. At that time, five years after Serbian police and military troops had left, the province was ethnically clear. However, new “Kosovo” citizens were coming from Albania and Serbs from southern, eastern and central parts were running away to the north behind the river Ibar. Those, who stayed “at home”, have had to be protected by KFOR mission against potential attacks from the side of Kosovo Albanians. From the point of view of the international law, the Kosovo Republic is an obvious disgrace mainly for member and candidate states of the EU that recognized a unilateral declaration of independence. Why the countries that are the members of the UN are did not respect the resolution of the UN SC? What international law is valid in the present world and in the European Union? Occupied Serbian province is still divided into four security regions. The American military base, the second largest in Europe, dominates one of them. Is it legally in the territory? Alternatively, was bombing of Serbia just means by which foreign military base could be established at the place of a sovereign territory? Neither Americans nor Brussels, not even Slovak politicians have enough courage to answer these questions.
Since 1999, when the USA and NATO supported the Party of Radical Kosovo Albanians, Kosovo Albanians leaders have had the biggest problem with understanding and implementing the European legislation and European standards in public and practical life. It proves that the mission of the EU for pursuing law and Europeanization of “Albanian Kosovo” called EULUX but also obvious distrust of Kosovo Serbians against Kosovo bodies- mainly against the government and parliament.
The European Union matches the date of beginning the integration negotiations with Serbia to further normalization of relationships between Belgrade and Pristine. However, what does it mean and why Serbians are more under pressure than Albanians are? Will Kosovo Serbs be able to run home and life safely in Kosovo? Do negotiations lead to improvement of life or is it just policy of continuous pressure in Serbia so that they accepted their faith and got over the loss of its province?
Nor ten negotiations between Serbian and Kosovo Prime Ministers that have been so far led by Baroness Catherine Ashton have not changed the fact that complicated relationships between Serbs and Albanians have not improved yet. There is an agreement consisting of a few items, however, Brussels has not publicized it yet. Nor did Serbian and Kosovo governments. The official representatives of Brussels, the USA, the UN and Slovakia, however, welcomed it and spoke about its positiveness although they do not know its contents. It is rather strange that Prime ministers Dačič and Tači have not signed the agreement, is still the subject of tough discussions, and protects in Pristine and in the north of Kosovo. Mutual relationships are again at the same level, at which they ended just before the unilateral declaration of independence of the so- called Kosovo Republic. Until then, there had been unsuccessful negotiations about a new status and Ahtisaari´s plan that offered Kosovo Serbians a wide autonomy. The difference is that at the time, Belgrade had unsuccessfully been offering a total autonomy to Kosovo Albanians within Kosovo and Metohija. In addition, at present it is being negotiated what could be “maximally saved for Kosovo Serbians” who have remained in the province. For example, it is about establishing a unified autonomy Serbian self- administration for all Serbians communities that will respect the Kosovo Constitution and Kosovo jurisdiction and which will replace parallel institutions in the north of Kosovo.
The goal of Serbian policy is to gain the date of beginning the integrations negotiations with Brussels about the membership of Serbia in the EU. They mention June 2013 but it is disputable whether it will happen, what if Serbian Parliament and Kosovo Serbs refuse the latest agreement. In case of Serbia, there is also another very interesting another aspect of its integration in the EU. Can the state, which is not the member of NATO, be the part of the Union? Serbia has declared for a few times that it would like to remain an independent state. Current Dačič´s government is intensively negotiating about the military and industrial cooperation with Russia and it is expected that the first exact agreements will have been signed by the beginning of summer. Longer time ago, Serbia signed an agreement on strategic partnership (as well as with China) with Russia. Moreover, a question arose – whether this politics influences a possible membership in the EU that has divided into Eurozone and the rest. Both unclear prospect of the European Union and its transformation into economic, fiscal and political Union might block the process of its enlargement by other Balkan states for a significantly long time. Bosnia and Herzegovina that is suffering a constitutional crisis now is not a candidate for the membership in NATO or the EU. Macedonia and Montenegro that would like to be the members of the EU and NATO face problems concerning expansion of Albanian minority significantly supported by Albania. This poorest country in Europe is already the member of NATO but has not gained the status of the candidate country for the membership in the EU. Nevertheless, they are widely supported by the USA and Turkey what practically means that it could be similar political and security tool for pursuing their influence as it was in case of Albanian – Serbian conflicts in Kosovo and Metohija. In my opinion, the Americans used this conflict to put their roots deeply in Balkan and paradoxically, in the area of the Serbian Republic… Peace and security in Balkan do not depend on Serbians but mainly on Albanians and on how NATO, the EU and the USA will cope with Albanian lifestyle, Islam and organized crime. The common sense says that in terms of balanced power, Russia should introduce its conception.
