Have the British stopped the federalization of the EU?

Another series of crises of the European Union, which roots back to the years 2000 - 2003, culminated by the referendum on the fate of Great Britain in the European Union. At that time, the meetings of the European Convention and the Intergovernmental Conference “were searching” for recipes "to increase democracy, transparency and efficiency in the European Union and its institutions. It was the time when the European Union was being damaged by corruption scandals of the Santer´s Commission. These not only they overshadowed but also questioned the official introduction of the euro and so-called common Economic and Monetary union on 1 January 1999. Like now, after BREXIT, there are lively discussions being held, even at that time, there were lively debates about further future of the European Union. Then, the European Federalists (especially socialists) on the background of corruption scandals and investigation of financial irregularities in the EU budget called for a new institutional changes and reforms. Thus, they were preparing the ground and the way for the next stage of federalization of the EU, which was supposed to get closer to the citizen. The instrument to tackle the crisis was to become the Treaty establishing a Constitution for Europe, simply said the EU Constitution. Quarrels and controversies about whether the EU should be the union for free and independent states or it was supposed to transform into “a European superstate " lasted until the end of October 2004, when the draft of the Constitutional Treaty was signed in Roma by the governments of all Member States including Slovakia. As part of the ratification process, however, they clearly rejected French and Dutch referendums in May and June 2005. Slovakia, as a brand new Member State of the EU ratified the Constitutional Treaty in the parliament. Without deeper and competent discussion involving Slovak citizens. The British then postponed the consultative referendum for later (but they did not say when for) and they did not even have to declare it as the French and Dutch had also decided for them.

After this failure, though, again it was not clear to the citizens what that European Union was and what it would be like, why it needed so many institutions, a new reform came having been directed by Federalists – transformation of the EU Constitution to the Lisbon Treaty in 2007. The pressure of the European Federalists was much stronger and more successful than the arguments of opponents to the continued centralization and institutionalization of The European Union. Federalists, having learnt their lesson concerning the disadvantages of the popular vote for the European project, they managed to convince the governments of member countries to the ratification process of legalizing only by national parliaments (single or three- fifths majority). Only the Irish were the exception at the time as they as the only ones decided to write a democratic referendum. First, in June 2008, they refused the Treaty of Lisbon. After the political and financial blackmail, however, they had to repeat the referendum. And during the second round in October 2009, they were  already “reasonable" and gave the green light to the Lisbon Treaty in order to “economic reconstruction" of the country. Paradoxically, the British Queen signed the treaty in June 2008 week after the first Irish referendum, when it was ratified by the House of Commons and the House of Lords of the British Parliament. The last state that blocked the Lisbon Treaty was the Czech Republic and especially President Vaclav Klaus. Thanks to him and his objections the Lisbon Treaty became applicable from 1 December 2009, as well as a list of exceptions for some Member States.

As further developments showed, it did not happen, but on the contrary, the EU citizen distanced from its citizens even more. Instead of becoming faster, more transparent and fairer qualified decision-making majority, it became a legion  consisting of more than 30 thousand officers and employees of the European institutions – convinced even doctrinal federalists. If someone dared to criticize the effectiveness of their work or unreasonable regulation and spending money, suddenly, he was “anti-European". Coordination and relations between the European Parliament, the European Commission and other institutions required a further Commissioner for Institutional Relations and Administration. Eurozone and the whole EU “did not face “ the economic growth and growth in living standards, but strong financial and economic crisis, the Greek crisis, increased poverty and misery, deepening regional differences, the intensification of centralism and the growing resistance of the citizens, small and medium-sized entrepreneurs and farmers to Brussels, “ European Governance "and the European Parliament. In years 2014 and 2015, the European Union was shaken by a coup in Ukraine, anti-Russian sanctions, big migration and the Schengen crisis, growing terrorism and the fear of citizens for their own safety.

“The British ask the fundamental questions about the European Union: whether it brings any prosperity to its citizens, whether the activity of the EU focuses on areas where it can achieve tangible results, and it is open to rest of the world," said Jean – Claude Juncker, ,,the Prime Minister of the European Government” on September 9, 2015 in his report on the state of the European Union. Of course, without giving the wanted answers. Thus, indirectly, he evaluated the effect of two ten Barroso´s Commissions in six years and the effectiveness of the Lisbon Treaty unaware that in June 2016, the British voters opt for finally leaving the UK from the European Union.

After the British referendum there is the major question rises again: What is the purpose of the project of the European Union? Do the European countries want to create a big federal state? Currently, the European Union is an international organization, a legal entity with some structures which belong to a sovereign state and which are already politically, financially and superior competence of the Member States under the Lisbon Treaty. Popularly speaking, we have a sort of half-state, something "between Federation and Confederation States”. But what do citizens want? Support this project? Federalists have again a solution to get the EU out of the crisis, and more specifically the Eurozone – an enforced political, economic, fiscal and banking union. How many Member States do really support such a solution?

It would be certainly a great contribution of the Slovak Presidency and Slovak diplomacy, if theSeptember summit held in Bratislava opened several themes in search of new “vision" and  “new energy" for the shaken European Union. For example, the question of holding the common referendum in all Member States on whether you wish to transform the European Union into a federal union of European states? Such a referendum can help not only the EU but also the Member States. At least, it can show the real will of the people and expose the Member States or not to really go in “deepening integration". States may also exempt from artificial European elites in Brussels and compulsory theater, called ,,European unity and solidarity at all costs." Nothing so dramatic will happen , even if the number of Member EU countries decreased. Or if the European Union ceased to exist in those institutions that are unnecessary. Yet, the project of the EU is not mandatory though, and is not the only the tool that can ensure the survival and prosperity of the European states and people. Even if the Eurozone was transformed into a future federal state, so the States that do not want to be in the Eurozone and do not want to replace their national currency by the euro, after having same time to form another coalition or would restore its nationality and economic sovereignty.

Britain has already decided and wants to be an independent partner for the EU. It was found out that creation of a common market with free movement of labor, capital, goods and services. It was the maximum it wanted to accept and which does not compromise the independence and sovereignty of the British. Under what conditions will it continue to work with the EU, it will show the new agreement. Bratislava summit could also open the case of early elections to the European Parliament, in which gradually 73 British MPs will stop working and also the resignation of Juncker´s Commission, which still cannot find long-term and effective recipes for solution to economic, security, migration and social crisis in the EU. It is time that the European Union and its general condition told the truth.
