The West is not any more the leader
The era of new reality comes based on change of balance of forces in the world. The Chinese project of "new globalization", the Eurasian Economic Union and the creation of BRICS bank are the manifestation of political will of their participants but not only. This will is based on the changed reality. All these projects are united by being the projects of "NOT Western" civilizations. This is their common feature. These civilizations were by itself even in the period of westernization in the second half of the twentieth century and especially – at the end of the twentieth century. Then, after the collapse of the USSR, the post-soviet Russia, the countries of Central Asia and Turkey have recognized the West superiority, were guided to the West and wanted to become the West. However, the results of this period were catastrophic or at least unsuccessful for all these countries. But they had other reference point – China – who successfully adopted the western equipment and technologies, who was modernized but not westernized. Now the West is not any more the center of balance of forces. Demographical, economical, even technological potential was displaced to the East.
And together with the shift of this potential there was a new cultural and political balance of identity and self-assessments. The West is not any more the sample and the leader. The population of the largest not - western countries doesn't recognize cultural superiority or claims for cultural superiority of the West any more. This fact is basic for new political elite which is not any more focused to the West. In a number of countries the leaders who are not only not-westernized, but are anti-westernized, have popularity and mass support now. You see it in Turkey which on an extent of more than half a century was seeking to become the West. You see it in Russia, in Kazakhstan, in the rest of Central Asia, in Belarus, in Latin America. Positions of elite of these countries are strong not because they manipulate the press, public opinion and public mood (according to experts of the western think-tanks and intelligence agencies). These elites feels sure because they correspond (or tries to correspond) to inquiry of the population of the countries which don't wish to submit to the West any more – politically, economically, psychologically. Now they have an opportunity not to submit. It is an inevitable consequence of the neoliberal globalization whose decline is one of subjects of our discussion. To the place of global submission and dependence the global interdependence has come. The era of domination has come to an end, and the price of domination of the West became unprofitable. In the place of the unified "flat world" about which the ideologist of globalization Thomas Friedman wrote (everywhere the same Mickey Mouse, Coca-Cola and Microsoft), has arisen the “new world”. It is the polycentric and diverse world. It generates the other global projects and systems. These projects don't exclude participation of the West and the western global corporations, but not on the terms of domination. But the need for western participation became not necessary.

Whether the West and, more concretely, the European Union will be able to realize and recognize this new situation and new balance of forces is a key problem of global safety. Global safety became now the necessary condition. It is also the condition of stability in the Black Sea region. For example, it isn't realistic to assume at all that the economic and political situation in the Black Sea region can be independent of destabilization in the Southern Mediterranean and in the Middle East. Direct military interventions of the West in Iraq and Libya or support and an inspire of the ”Arab spring" and the civil war in Syria have led to the fact that many countries of the Black Sea region and the European Union in general are in a condition of constant migratory crisis. Turkey and Greece are the Black Sea countries, but are at the same time Mediterranean countries. And without stabilization of a situation in Syria, and even in Iraq, far from the Black Sea region, the European Union in general and especially it’s Black Sea region will be depending on desire or unwillingness of Turkey to control flows of refugees. Such situation imposes restrictions to possibilities of the countries of the region to participate in global economic Europe – Asia projects.

The forced inclusion of Ukraine in a zone of influence of the European Union and the USA by direct support of military takeover and total suppression of opposition has turned all north of the Black Sea region into a zone of a political crisis, instability, humanitarian disaster and war. So far it is a local war which has catastrophic prospect to develop into global war between NATO and Russia. Such situation creates problems for inclusion of the Black Sea region in the "One Belt, One Road" initiative, the project of “globalization in Chinese”. If to study possible options of realization of this initiative, it is obvious that China prefers to reduce as much as possible transport dependence of this project of any concrete participant of the project, including Russia. Instead of investments into increase in speed and volume of transportations on the operating Trans-Siberian railway, China prefers to invest in the main route via Kazakhstan with the minimum passing of transit through Russia. However, all options of further transit from Kazakhstan to Europe have problems of political reliability. All options of the route to the north of the Caspian and Black seas return the Chinese project to the territory of Russia. The option with crossing of the Russian-Ukrainian border includes Russia as well and is absolutely unreal now as this site is controlled by the rebellious republics of Donbass. The option of passing of a way to the north, through border near Kharkiv, is also unreal in the next years as joint projects of Ukraine and Russia are impossible now.

There are options of a "new silk way" to the south of the Caspian Sea, with an exit here, to the Black Sea region. It would become success story for the region. But the problem of politi cal and military safety, but not economic and technical problems, do this option more than doubtful. The fact that the route of a "silk way" to the south of the Caspian Sea has to pass through thousands of kilometers of the massif can be solved: it is the problem of financing and equipment. However, it is the route through Iran and Turkey which is subject to risks of safety of realization. There is dependence on the intense relations between Iran and Turkey, between Turkey and the European Union, between Iran and the West in general. This route is passing through the hot Kurdish southeast of Turkey near a northeast part of Syria. It is the region controlled by the Kurdish troops that creates constant probability of military intervention of Turkey. And these risks and problems can't be resolved by either money or technical means. Therefore, the possibility of inclusion of the Black Sea region in global interface of Europe, Eurasia and Asia depends on removal of a constant political tension and military threat on space from Bosphorus to the Persian Gulf. There are also the fears of Kazakhstan concerning possible political and economic domination of China in Central Asia which can become a consequence of the “One Belt, One Road” project. And it is not financial and technical problem as well. It is a problem of political, economic and cultural security of the states and societies of Central Asia with their difficult historical experience of the neighborhood with China. The prospects of interaction of the European Union with the Eurasian Economic Union completely depend on what purposes will be posed by such interaction. If it will be the British-German paradigm “tie and bind Russia” in addition to a military environment and pressure on all perimeter, including the Black Sea region, then all economic projects of cooperation are nothing more than masking of the strategy of submission of Russia. It is the very expensive and unpromising strategy. But if the West intends to go for broke in the conditions of his continuously falling share in the world GDP and falling of a share in world's population, then the business is in readiness and ability to pay rates.

The alternative for this policy is the recognition of irreversibility of changes in the world taking into account  the systemic crisis and decline of neoliberal globalization. Fight of the American elite "for or against  Trumpizm" puts not smaller damage to opportunities of the globalist West than the direct “deimperialization” and “deglobalization” of the USA. Only in case of return to "realpolitik" in the spirit of Bismarck – Willie Brandt and acceptance of a geopolitical configuration of forces of "as is", the Black Sea region can be the arena not of opposition and possible military collision but coexistence and economic interaction. Almost complete dependence of the countries of the south of Europe which are directly interested in prevention of military collision and in possible interaction with Russia from the remote countries of the north of Europe is the complicating factor. Bulgaria, Greece, Hungary, Serbia, Italy and even Austria have already actually suffered losses in billions of euros owing to refusal from the “South Stream” gas pipeline. It is uncollected profit on transit of the potential transit countries. For Bulgaria only the losses are 400 million euros a year. The uncollected income of the European participants of South Stream and loss from fall of their stocks have also made hundreds of millions euros. The only reason of a failure of this project – unwillingness of European Commission and Germany to incur expenses on rescue of the budget of Ukraine after the termination of transit of the Russian gas through Ukraine in case of realization of “South Stream”. It is very striking example of senselessness of reasoning on "priority of economy". Everything will be solved by policy, not by economy.
